Think about it logically.

You need some DB entries in the user table

Forum rights
Shout rights
Comment rights

Can have them on enum  yes/no
Or int  1/0

Then in your files, check what that entry is and let them do it or not depending.

I.e  In shout box.   have something like

if ($CURUSER['shout_right'] = 'yes')
{
Shout box code
}
else
exit(No rights)

This will be the same on other files/code
